Visual Foxpro programs require certain run-time files in order to execute. It is these files that the message is referring to.
Usually, these files get installed when you run the program's Setup program. If you just copied an EXE file to your hard disk, the files won't be present.
Make sure you install the program according to the instructions provided. If you don't have the full installation package (if you just have an EXE file, for example), comnplain to the person you bought the program from.
