Microsoft Horizontal Flexgrid control (mshflxgd.ocx) fails to register 1

I am installing a third party application and when the components are being registered I receive the error:
"mshflxgd.ocx" fails to register.

I tried to manually register this OCX file but no joy there. Any ideas?

I am installing on a Windows XP Pro with service pack 1 and all the latest updates.
