Microsoft File Sharing not available in network settings

I cannot install or find File and Printer Sharing for Microsoft Networks on this Windows XP Professional PC. It's there on the PC next to it, but not this one.

I can't figure out how to get the option to appear. This PC has always been this way, from the day I set up XP on it. Windows 2000 had no such problem.

Help?
 
Hmm, I thought that it was installed by default. If you go to your network connections, right click on Local Area Connection, Properties, can you install it - or is it not available to install?
 
It is not available to install. I can install most other kinds of adapters, services, etcetera, but not this one. I have already uninstalled my NIC card and all services, then reinstalled to see if it would come up.
