Microsoft Fax Client on SBS 4.0

I am unable to get the fax client running on the SBS 4.0. I have installed the software but get the error message 'Couldn't send fax document due to an unrecoverable error'

Also when running the Fax Send utility I don't get a cover page option (greyed out) although it works ok on the server using the administrator user.
