Microsoft Exchange Server IMS Queues - Queued Outbound

Hello,

Need help understanding the Microsoft Exchange Server IMS Queues - Performance Monitor bar chart. The Queued Outbound is showing; Scale 1.000, and the colored bar is between 30 and 40. What does this mean?
