Metaframe toolbar wont appear

When our server logs on to the domain Metaframe toolbar is in the taskbar, but has no options, it wont display vertically no matter what I do, Ive tried relaunchin icabar.exe,ending processes,rebooting etc...

However when the server logs on locally, the toolbar appears.


whats going on???
