metabase edit question

Hi i am trying to edit the MinFileBytesPerSec value in the IIS metabase. whenever i set it to 0, after a while it will reset it back to the default of 240. this happens even after i restart IIS. Permissions are set correctly. It is important that i turn this off has anybody else had this problem.
 
I have not had to turn this off. Are you sure that 0 turns this off or does it set the the legnth of time that the client has to receive the entire response to 0? Have you tried setting this to a higher value than the default?
