Messages being returned as Non deliverable

Hi,

I have tried to setup my Exchange 2000 to restrict users sending messages greater than 2MB. I had set up System Manager defaults to do this, however mail was still not being delivered to recipients. I then set it up so that there is NO sending or receiving limits.
From Active Directory, I've set accounts to limit sending messages to 2MB and some users are complaining that messages smaller than this limit are still not being delivered.
One users account was set to 4MB and still she could not send a 3MB attachment.
Why is this?

Help.....
 
A stupid thing i did when setting limmits was not notice the feild is for Kbytes not MB. So for 2 MB enter 2048.
 
I HAVE enetered it in KB's. In A/D I set users account to limit size of outgoing message to 4000. Defaults in Exchange System Manager are not set to anything, and still user can't email a 3MB attachment.

Any other ideas?
