I need to track to see if a message has been sent, but i have message archival turned off. Is it possible to see where and when a message has been sent if all the other options are turned on. (its only message archival thats turned off).

Message archiving on the IMS, do you mean? What about regular Message Tracking, on the IS and MTA (Site objects in the Configuration comtainer)?
