Message Tracking on specific info store

I want to set up an information store where I can move mailboxes to when asked to monitor a certain user. Can I set message tracking on this one store or is it system wide. I thought it wasn't possible but have been informed that you can.

I have heard conflicting views. One person says that message tracking is for the entire server and some says that its for the storage group.
