Message Size Limit Problem

I have a single exchange 2000 server and one virtual smtp server, the problem is internet mail sent outside the organisation is bounced with a NDR if it is above the default limit of the message store even from account that have had the limit overriden, internally this works fine but for internet mail it does not seem to check to see if the account has a higer overiding limit and uses the default.

I have verifyed this by raising the limit, I have also applied higher limits at the smtp server end but this seems to make no difference.

Any ideas anyone ?
 
The default limit on the Store is 2mb per message in/out top people get 7mb this works fine internally but sending out to the internet fails, message tracking shows it geting as far as the catagerise, I thought the IMC (smtp virtual server)was picking up the default seting to I manually set it to 25mb, this made no change
