Message retention - POP3 client

I have a very large Exchange (5.5 SP4) database. About 60% of the total space are "deleted items". Our retention period is 7 days, but 80% of clients use Outlook Express (POP3). So those clients aren't able to recover theirs messages but the messages are using a large space in the database.
How can I configurate Exchange to don't retain POP3 client's messages ?
The Oulook (MAPI) clients should remain having theirs messages retained by 7 days.
