maybe i didn't make myself clear. pdf is a document format, just like microsoft word's but portable across different platforms. tiff, on the other hand, is just a picture, and uncompressed as it may be. so instead of converting tiff to pdf which requires special software that you (or avaya) must license from adobe, you may just convert these tiff files in some other picture format, compressed and taking much less storage space than even pdf does. considering that faxes are black-and-white pictures with low resolution, you may use gif or png formats. there are plenty of conversion (and viewer) programs out there, you may use any of them.
