Merlin Ver 3 w/ Bis Phones / Sys Speed Dials???

How do you program system speed dials on a Merlin Legend Ver 3 with Bis phones???? I haven't seen a Bis phone in awhile. Any input would be great!!!!

I just found the speed dials in labeling. On the Bis phones are set to dial tone first. Will I need to dial a 9 then the number or the number to be dialed???? Thanks. will test tomorrow, after hours right now.

I programmed bin 601 with and without a 9 and get busy on the # sign. Not even the 601. I get a busy immediatly after the # sign. Any clue's????
