The programming is done thru the console phone. You can find the documentation for the Merlin Plus and other stuff on Avaya's website: support.avaya.com. That stuff is covered in the System Manual.
I just realized you said "music over external page". You could unplug it from the paging amplifier or turn down the volume pot for the music input.

And on the off-chance that it's the original Merlin 820 (rather than the 820D2, let me offer a doc that I made for a southern California tire store many years ago. Part of the notes address enabling/disabling music over the loudspeaker horns.
