Merging two mailboxes on the same Exchange 2000 server

I have an employee that no longer is with the company, but we would like to move all of her emails to another employee's mailbox. What would be the best way to accomplish this in Exchange.
 
I can think of two ways. One would be to export the ex-employee's mail to a PST file. Second would be to just give the new employee full access rights to the ex-employee, then just manually transfer the mail from one mailbox in Outlook to the other.

I'm Certifiable, not certified.
It just means my answers are from experience, not a book.

I took your suggestion and created a PST file and then imported into the new email account. Everything worked fine. Thank you very much for your help.
