Are you performance tuning a map or a whole system?
If the knowledgebase is back up there are a number of articles in there, including some I wrote.
What version are you using, there have been a number of speed improvements in 6.7 and 6.7.1.
Files needed to examine: launcher.txt, mercator.ini, and results of ui script for a start. Have you tuned the page size and count, and work area location?
