Menu toolbar in Desktop Intelligence

I'm unable to view the menu toolbar (File, Edit, Insert, etc.) in Desktop Intelligence. Does anyone know hoe to unhide it or make it visible again??

Do you see 4 dots that indicate a border, if so pull those up, down, across or whatever.

I can only see the 4 dots at the end of the toolbars I have active - structure, formatting, etc.

Those 4 dots are the beginning of a toolbar. Try pulling it over to the left or right or up or down or whatever to get it to come out.

I've tried this but the dots are only there for toolbars I can see. When I pull these to the left or right or up or down it simply moves the toolbars I can see
