Menu Bar Order 1

I know I should know how to do this, but I can't figure it out.

Last week at some point, my menu bar got moved to beneath my toolbar, and I can't get it to stay above the toolbar. Every time I open Access it's Tools over Menus, even if I just open Access, change the order, and close it. I tried doing the same thing with the customize toolbars dialog opened and that didn't help.

I've got AXP on winXPpro.

How do I fix this so it stays Menus over Tools?

This worked on my Win2K box:

1. Open Access XP and any database
2. Right click the toolbar and close it, so you have just the menu appearing.
3. Exit Access
4. Load Access
5. Load any database into it
6. Right click the menu bar, click "Database" to show the toolbar, it should now be under the menu.
7. Exit access to save settings and reload

No idea why it happens either.
