Yes, you can delete it. It was generated the last time your system crashed. Unless you need to diagnose the crash, you can delete it.
Personally, I have my servers set up for just a kernal dump, so it only uses 64k or whatever. If you have a server crash that requires you send the dump to Microsoft, you can probably change the setting back.

No problem. By the way, if you're that short on space on a server, you should definitely delete some stuff, move some files to another partition, move your swap file, or buy a bigger hard drive.
(Moving the OS to a bigger hard drive isn't that big a deal. You can use a product like TrueImage that'll make it easy.)
