Maximized form

In MS Access is it possible to have two forms open at the same time, one maximized and one not maximized (ie restored)? What I'm trying to do is have a main form that will be my background, and other forms that will sit on top of that one. If I use the docmd.maximize command when opening the main form, all the subsequent forms will be maximized as well. If one of those forms is restored, the main form is restored as well.

Is there a better way to do this?

Why do you want a form to be your background. I know an extremely experienced developer who did this once because a client wanted a particular grey to be the background color. It took him hours and hours and hours to get it to work, and it was a real pain during the development process. If it's just for cosmetic reasons, I would recommend against it.
