Matsonic MS7127 mobo and celeron 1.3

Are there any special requirements and/or settings to run a celeron 1.3GHZ on a Matsonic MS-7127 MOBO. Just built this setup and can not get any video, either with an AGPx2 or PCI card. Also no error beep code. Hard drive spins up, fans come on, cd rom operates, But floppy shows no signs of life.
Any ideas ??
