Match records in two tables using percentage difference

Hello all, I am new to most of this but have a specific request. I have two tables both with a latitude and longitude field in each record. I want to match up common records by a percentage difference for both the latitude and longitude. Any suggestions? Thanks in advance

Thanks for the links. This ended up being a bit different but was easily solved by using a simple comparison of rounded figures. This was the percentage control. Also using a bit of study I found a way to calculate distance as well.
