MASTER BROWSER ELECTIONS

I have three 2000 servers running as domain controllers on one domain. Two of the three are fighting over being master browsers. Once an hour the two servers will hold an election and during this time period all of my domain computers will not show up in Network Places. I have edited the registry setting in both of the servers designating one as the master browser. Even after changing pertinent registry settings on both servers they continue to hold this election. I understand how the datagrams functions for these type of elections to take place and this should not be happening. Any suggestions would be greatly appreciated.

Registry Configurations:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Browser\Parameter

ServerOne (this is the one I want to be master browser)
ISDOMAINMASTER YES
MAINTAINSERVER LIST YES

ServerTwo (the one I do not want to be master browser)
ISDOMAINMASTER FALSE
MAINTAINSERVERLIST FALSE

These servers are on seperate subnets behind CISCO routers with IPHELPER running. WINS and DNS is function correctly on both subnets.

I don't know if this help, but technet says the syntax is binary (1 or 0)... I'm sure you probably tried that though. So, probably not too much help there.
 
For all who might be interested I corrected the problem. On a cisco router inside the same domain but setting on a different subnet IP HELPER is enabled to help DHCP relays. What happens is IP HELPER relays UDP packets to any subnet that it is setup on. So a server that should be a master browser on one subnet is able to query another server, which is the master browser on its subnet, and hold elections between the two. When actually both should be master browser. To correct this issue simple disable IP HELPER to the subnet in questions. It works!!
