MARP on 500 set 2

I'm programming an IP2004P2 set with unique numbers on key 6 (86501) and key 7 (86502). I want ext 86501 to hunt/fdn to ext 86502. To do this I'm attempting to build a 500 set for MARP (NOT a phantom) with 86501 ext and I'm getting a SCH0373 that tells me " Loop number does not match DN loop. Multiple loop DN restricted in LD 17. Creation or expansion restricted."
I've done this at plenty of other sites and am not sure why the troubles. Please help.

what TN are you trying to build your 500 on? Is that loop built in your system?

Yes, I can program the 500 set with another available number, just not 86501.

ld 17, parm, is mldn set to yes on this system?
