Map Image Links

I want to put a map of georgia and alabama on my web site.<br>
I want to be able to click on alabama and go to an alabama page and click on georgia and go to georgia. They are both in the same image file. I also want to put markers for our 20+ individual plants on the maps and if you get close enough and click go directly to that plants page. Would it best to make one picture then insert it and somehow assign the links(How?). or try to join several pictures and link each of them(I know how to link a picture but not insert another picture within a picture or put more than one link on a picture).
 
Use one image and create an image map for the individual links. Search Front Page (Version 4) Help for assistance. I'm not sure about earlier versions of FP. This is also accomplished using straight HTML or by using other shareware software. <br>

It would help to create the individual pages for each of the plants that you want to link to first. You don't have to put anything on these pages yet, just create them so that you can work with a real link.<br>
