Many Open Toolbars?

Can anyone explain why for every thging you do in access 2002 XP a new toolbar is opened for it? After a while it is very confusing as to which one is for what at the bottom of your screen. Is there a option to turn this off? Thank you very much for any help.

Tools>Options>view uncheck "Windows in Taskbar"
