Manual Site Authentication With IE

Howdy, After using IE on a base windows 2003 server install I noticed that every site i went to a dialog box came up and asked if i wanted to allow this site through or not. I really like this funcationality, sort of like trusted zones except with the manual prompt at every new site. Is there anyway I can get IE under windows XP to do this?
