Manipulation Emails sent to an DL

A user comes to me today and asks if there's a way to automatically have our Exchange 2000 server prepend a subject to any emails sent to a distribution list. I realize this can be done using custom actions within the rules wizard but he wants this action to occur for anyone who sends an email to this distribution list.

Got any ideas how to do this?
