Making MSI Files

Is there a utility that you can use to create a .msi file for a program that doesn't already include a .msi in it.

WinINSTALL, Capainstaller's MSI Creator, Installsheilds AdminStudio...

I use AdminStudio and Capainstallers one. But there are free ones if you look on google, they just can be configured as much.
