I have a site that when all the CO lines are busy they cannot make any extenal or internal calls. I know they cannot make extenal calls when all the lines are busy. But why would internal calls not be completed also. by the way this is a V11 definity switch

This could be a time slot issue if you have a TDM processor. You will normally get 410 timeslots per port network, so if all the slots are used, you won't be able to get dial tone - internally or externally. You may need to balance your switch resources into other port networks.
