making calls thru' PARTNER II systems from outside

Hi, I would like to program the PARTNER II system for a specific usage.
Requirement: provide an option to users to make calls thru' PARTNER II system on a specified line from home
Sequence: User calls the board number -> gets connected to an extension -> dials a number -> gets outside dialtone of a particular line -> dials any number as he would from a normal phone to make calls

Any help to achieve this is greatly appreciated !!

I'm sure your inquiry is innocent enough, but that type of information for PBX systems is usually not given over telecom tech bulletin boards or forums as it frequently is used for phone hacking.
