How do you make a rollover in flash work as a animated gif in a web page? Is this possible to do in flash?

What exactly are you doing? Do you want a button that is an animated gif to change when the user rolls over it? If so you don't have to do this in Flash. You can do it as you usually would in JavaScript I think.
