Mailboxes do not show in Recipients folder in Site

We have an Exchange 5.5 server SP4 installed in our Active Directory domain. The AD is in mixed mode.
The Exchange 5.5 Server is running on a W2K machine.
We have an ADC set up, which seems to be working, and it was set up using MS recommendations in their KB-article.

There is one problem though. When we create a new AD user, and the mailbox is created using the same AD wizard (the mailbox wizard that runs right after you created the account), it creates the mailbox on the Exchange server.
However, the recipient is visible under the Server Recipients folder under the server in the Exchange Admin, but NOT under the Recipients folder under our Exchange Site.
We are replicating with another site, and since they are replicating from our "main" Recipients folder, these users are never replicated.

Can anyone help, please?

We've run the IS/DS consistency adjuster, and have also performed an Integrity check using ESEUTIL.
