Mailbox Permissions

Environment:
5 Exchange 2000 Server, 2 front-end, 3 back-end
Mailboxes are on the back-end servers (NOT clustered)
Outlook 2000, XP, 2003


We have a general mailbox...for troubleshooting purposes we will call it 'testing'. This is a mailbox that almost 60% of our company needs access to. (I set the permissions and added the box as an additional mailbox in Outlook...which has been working just fine for over 3 years now). I assign rights, Read Permissions & Full Mailbox Access (on Exchange) to all of the users that need access to that box. Some of the users will send messages from that account by changing the "From" field address to 'testing' or they send from that account by accident...hmmm. Well anyways other users that have the same permissions are receiving an error message...Access denied...which is what I want. I have been at this for a while now...I'm open to any suggestions.

I take it none of you have experienced this before?
 
I have also checked in the Security tab of the particular mailbox. None of the users have the 'Send As' checked and also none of the users are in special groups that have the 'Send As' checked.
The following accounts have the 'Send As' checked:

Administrators
Domain Admins
Enterprise Admins
Message Processors
System

The users that are in question are not in any of the above groups yet they are still able to send from this mailbox. As we are a brokerage firm...this is turning into a huge compliance issue!
