Mailbox management policy not work on Junk Email folder?

I have Exchange 2000 with Spamfilter installed. Spamfilter create a folder call "Junk E-mail" folder on everyone's inbox.
I setup the mailbox policy to permanently delete emails that are 1 day's old and that are 1KB or larger from the Junk E-mail folder. For some reason, the policy ran and I generated the reports but it could not find the Junk E-mail folder. Please help someone. Thanks
