I have SBS 2000 running Exchange 2003. There's only 9 mailboxes on it, and one of them really lags on delivery. When the employee opens up her Outlook client after two days of no email, they all flood in. Her account has always done weird things like this. I've seen her send an email to me (an outside address) and it never gets there.
I'm wondering what the best route is to eradicate this behavior.
thanks in advance.

The first thing to check is if she has a personal firewall installed which could be blocking the mail. If the Windows Firewall is enabled you need to have an exception configured for Outlook.

Look at the E-mail Issues forum where this problem has come up a few times recently.

thanks, i'll check out that forum.
she doesn't have any personal firewall, nor the XP firewall.
