Mailbox Delegates

Dear all.

Here's the scenario:

User A -> Ex 5.5 Sp4 mailbox
User B -> E2K SP3 mailbox.

Both user's primary NT account are AD users

Is it possible to grant delegates from A to B? I've tried re-grant the access in Outlook and Ex 5.5 admin program but it prompt that user B does not have insufficient rights to "B on behalf of A".
