Mail Setting To Reduce Spooler to Queue Time

Hello,

I'd like to know how and where I can reduce the time of sending emails from the SPOOLER (in directory \\server\cfusion\mail\spool) to QUEUE (in directory \\server\inetpub\mailroot\queue). The problem is that it takes longer than I'd like to email someone.

I'm not a CF Admin, but in the CF Admin console, I've modified the Mail Settings to

Mail Server: IP address
Server Port: 25
Connection Timeout: 60


And I've also modified the Scheduler Settings to
Scheduler Settings Refresh: 1 minute

But I'm not sure if any of this is the correct setting.
Right now, it takes a mail about 25 minutes to send from my mail server to reach the recipient.

Any help you can provide is greatly appreciated.
