Mail sent to Public Folder not coming through

I just upgraded exch 5.5 to 2000 sp3. I can see the public folders and content in them, however when someone sends an email to that folder it does not work. any ideas on permissions settings that may be blamed?

Send a test message to the public folder address. You should get an NDR back that explains why the message could not be delivered.

Also, what are the permissions set for anonymous and default?

Both were set as a contributor. I found a couple rules that did not move over and then applied them to the accounts and worked.
