mail problems

when i try to creat new mail in outlook express i get an error message which states not enough memory. when booting up i also get error message" msoe.dll could not be initialized? anyone have any ideas what might be wrong?

It seems the dll file has got corrupted. Try reinstalling the outlook express or replacing the file.
