Mail delivered to listings

We use Exchange 2003 on SBS server. We collect external email using our ISP POP server - they do not support SMTP collection.

All works fine except for emails received by users as part of a mail listing (i.e. lots of recipients). Exchange does not pick out the user but instead sends it to the administrator account.

If I look at the email header is shows 'Envelope to: user@domain.com' but then 'To: administrator@domain.com'. Any suggestions?

We used to run Exchange 2000 with POP connector and did not have this problem.
 
Could be that in Exchange 2003, resolvep2 functionality was replaced by "resolve anonymous sender".
