Macros Alt+F8 / F11 Does not work in outlook

Am trying to launch Macro editor in outlook using Tools->Macro menu and shortcuts Alt+F8/F11 and there is not response what-so-ever. Although, when I login as a different user on the same machine, it works fine. Any ideas of what may cause such behavior?

Both users have admin and domain admin rights.

Tried to reistall Outlook and install patches, which did not work.

Problem fixed by creating a new user account.
