Machine will not boot up

I have an IBM pentium 4 1.8 512 ram that will not boot. after turning on it will attempt to start but as soon as it reaches the point of keyboard recognition it gives up the ghost.I have tried it with nothing attached apart from a monitor ,the same happens.It does not go as far as the POST, simply the manufacturers name then the keyboard light comes on and it shuts down.
 
If it's shutting down so quickly, then possible suspect may be CPU overheat. Check the CPU heatsink and fan. Does fan revolve freely, and is it spinning when computer initially powered up? Reseat the heatsink assembly after thoroughly cleaning the mating surfaces - apply a new thin smear of heatsink compound.

When you say "I have tried it with nothing attached...", do you mean you've detached mouse and keyboard? Or have you tried internally disconnecting hard drives, CD-ROMs etc? If CPU assembly looks ok, then try swapping out the PSU for a known good one. Should be same Wattage rating or higher.

Ay...I don't know if swapping out a known good PS is necessarily the best idea. If there is a problem with the CPU, and if it is drawing too much voltage, it may short out the PS.

Try testing the voltage output on each lead with either a multitester or a prefabricated tester.
