User keeps turning phone ring volume down in a high noise area. Can the tn be programmed to not allow the volume button to be changed on a 2008 or any 2000 series phone?

M2008 or any 2000 series volume control

Want to adjust your ring, press the volume button while it is ringing. You can't even glue it in place since it is an electronic adjustment. That is a difficult thing to police.
