M2008 failures

I just picked up a lot of 2008 and 2616 the housing is in great shape all the 2616's work but most of the 2008's will not work. They are either dead or just the indicator's work but no hands free or program button will work. I get dial tone but it will not hands free. I am using them on the same extension that already has all these features working on another good 2008.

Is there any history of failures on the 2008 or any suggestions for correcting the problem.

abiltiy for 3900 came out with Rls 24 but firmware was not upgradeable. Since there have been so many updates to 3900 firmware - chances of getting a Rls 24 compatible 3900 phone is slim.
