LTO-2 library and blank tape issues.

We recently acquired an Overland Express LBX with a single HP LTO-2 drive. Any operation involving a blank tape (inventory, quick erase, etc.) takes about 16 minutes. This is with both LTO-1 and LTO-2 tapes. Backup Exec 10 loads the tape, shows the job active and running but the library sits idle until you reach the magic 16 minute interval. Then the tape operation will quickly complete. Once written, tapes work as expected without the long delay. Used tapes have no problems whatsoever. I've verified that the drive and library are running the latest firmware releases. Is this this normal for the HP LTO-2 drives? It is my first time using one but our HP LTO-1 based library never behaves this way.
