LSPs w/911

all voice terminals are 46XX sets.
S8300/G700 ICC serving 3 buildings in a 1 block area (2 buildings connected via fiber into Extremes).

six remote sites that are S8300/G700 LSPs.

all sites have an MPLS circuit, at least one ISDN-PRI, and 1-3 copper trunks.

due to the nature of the company, 911 calls are made on a constant basis from all the sites.

what is the best course of action to make this the most cost effective solution for this non-profit organization?

for some reason, the ISDN-PRIs at all the sites send out the main number for the organization. i think this should change to show the individual sites' main number. company's management thinks keeping the copper lines at each remote site for a dedicated 911 trunk is a good idea because the ISDN-PRIs can get full at certain times during the year.

what are all of your recomendations for how this can be/should be configured for the remote sites as well as the 2 sites (on Extremes only) near the main office?
 
If you have alot of 911 calls I would stick with the dedicated copper CO or 1FB lines and use them exclusively for your 911 calls, especially if your ISDN lines don't have the correct address. A 911 call going out a circuit that does not have the correct address could lead to a law suit. I have set this same scenario up for several customers and pretty much insisted they have at least 1 CO or 1FB trunk just for 911 calls, at least as a backup if their T1 goes down or is busy. It's all setup by the GW locations, if you need help setting this up let me know.
 
It sounds lioke you have not set up you locations table correctly
by assigning each site to it's own location you can then set up an ARS table for each location and get the calls to route over thier local trunk lines
