Losing trust after rebooting one of the DC

We have 2 DC in different domain within the same forest. We setup 2-way trust between them and it works fine. However, if we reboot one of the DC, the trust will not automatically re-establish. We need to reboot the other DC also in order to automatically re-establish the trust. Is this normal?

If not, what would be the possible causes for this issue?
