Lose printers/settings on power down

Hi,

I have a Wnidows 2000 machine that loses its printers and therefore settings if it is powered down....logging off and back on(Novell) is fine but powering off and then on loses the printers. Error when trying to print "No installed printers"...checking Printers folder-> its empty
To fix each time I need to stop the spool service (which does start automatically) and restart it, then the printers are all back.
